The UPC is now a reality!

Yesterday, Austria deposited the Protocol on Provisional Application (PPA) at the Council of EU, bringing the total number of participating member states who have finalised the ratification up to thirteen. The PPA was signed by the Austrian president and published in the Federal Law Gazette before it was deposited at the Council of EU.

The deposit of the Austrian PPA means (according to the agreement) that the Provisional Application period has begun and as this period is expected to run for approximately eight months, the UPC is now expected to start operating in the fall of 2022. If the necessary preparations take less time the UPC might even start operating earlier, bringing a long time insecurity about the implementation of the agreement to an end.
